Types of qualification proliferation

Institute for Public Administration Prague has accredited training courses for all types of qualification proliferation according to Act No. 312/2002 on officials of territorial self-governing units and changes to certain laws amended by later ordinance.

The Institute carries out training courses for all types qualification proliferation of officials of territorial self – governing units.

  1. Preparing for certification of special professional competences by exam
  2. Continuous training
  3. Senior officials training and training of heads of offices
  4. Initial training
  5. Elected representatives training

Preparing for certification of special professional competence

Special professional competence is, (according Act No. 312/2002 on officials of territorial self-governing units and changes to certain laws amended by later ordinance), summary of skills and competences which are necessary for execution of administrative activity. These special professional competences are set up by public notice of Ministry of Interior according to Act No. 512/2002 about special professional competences of officials of territorial self-governing units.

Special professional competence consists of general part (essential knowledge of state administration, general principle of organization and activity of state administration etc.) and special part (knowledge of legal enactment that governs scope of authority of self-governing offices within the range of administrative activity and ability of their application).
Special professional competence certification is carried out by exam. There are three members of commission during the exam. This commission is appointed by the director of Institute.

Continuous training

Institute for Public Administration Prague provides all three types of continuous training according to act No. 312/2002 on officials: proliferation courses, updating courses and specialism courses. Because of facilitation it is more practical to divide continuous training courses on

  1. courses, successive to special professional competences
  2. courses, which are not successive to  special professional competence.

Continuous training which is successive to special professional competences reacts on passing of new bills and legal enactment and updating of acts. Through mentioned training it is ensured an updating of knowledge and skills of officials of territorial self-governing units, which they gained during their initial training and certification of special professional competences.
Continuous training which is not successive to special professional competences ensures training for personal development and for activities in territorial self-governing units, which demand special professional competence.

Senior officials training and training of heads of offices

Training of senior officials covers general and special part. General part for senior official training is realized in face to face form (32 training hours). The aim of these lessons is to provide information to help the senior official with managing ordinary situations in offices.
Special part of training involves all thirty administrative activities (named in public notice of Ministry of Interior n. 512/2002 on special professional competences of officials of territorial self-governing units, in amended by later ordinance). These administrative activities are involved in 13 different modules.

Training of heads of offices of territorial self-governing units covers also general and special part. General part is very similar to general part of training of senior officials. This part involved skills and competences which are necessary for managing of officials and offices. The skills and competences from area of management, marketing, controlling, planning, organization of work and other are involved in this part of training.
The special part of training of heads of offices is provided in distant form of training. Student can choose from all thirty administrative activities which are performed by his/her employees.
These administrative activities tie together with special professional competences.
Senior officials training and training of heads of offices are obligatory according to § 27 act No. 312/2002.
Initial training
Institute has also prepared accredited training course for the last type of skills proliferation – for initial training. With regard to sufficient offer from territorial self –governing units, Institute, after agreement with Ministry of Interior, decided not to include this type of qualification proliferation to its training courses offer.

Elected representatives training

Elected representatives training is an extra section in the area of qualification proliferation of officials. This training is not involved in any law act. In spite of this fact the Institute considers this section of training also important and offers training courses also to this target group. Therefore, Institute prepares several training actions for elected representatives.

Training in eGovernment

The main task of Institute for Public Administration Prague within a project of implementation of eGovernment in the Czech Republic is ensuring the training in functions of eGovernment. The Institute prepared training methodology and training system for the area of eGovernment and also prepares and realizes all training courses, which provide information and practices from area of eGovernment. The participants gain such information, skills and practice, that help them to work effectively with function of eGovernment. Some courses are available also in distance learning (eLearning form).
